Is seems that some eastern European cities just let electric transport die and disappear.
Remember this is Romania. To free themselves from oil imports they built electric transport wherever they could on the heaviest-loaded routes in the 70s and 80s. In those days this meant routes between the estates and whatever large industrial plant the city had on the outskirts. Post-1989 transport flows changed significantly in all ex-communist cities, and trams were simply no longer needed on many routes, while there was no money to extend the network to make it more useful - this is IMHO why Constanta, Brasov or Sibiu passed away.
